There are plenty pokemon that can learn flash. Oddish, Bellsprout, Paras and Meowth learn both Flash AND Cut, so you don’t have to teach it to pokemon you want to use to fight. Butterfree is easy to get and can learn Flash.
@VoltageX Pikachu, Clefairy, Jigglypuff, Abra, Slowpoke, Magnemite, Drowzee, Voltorb, Chansey, Staryu, Mr. Mime, Electabuzz, Jolteon and Porygon (& evolutions of course) can learn flash in RB. Use Bulbapedia as a source (or Serebii), those two sites are most reliable. Bulbapedia is more useful in this case.
You’ll need to acquire Flash or TM70 in order to brighten a dark area like Wayward Cave in Pokémon Brilliant Diamond and Shining Pearl. Unfortunately, it’s not a Hidden Move (HM), meaning you can’t access it through your Pokétech.

HM05 – Flash
It’s found in Route 2, south of there. If you had a Pokemon who knows Cut, you’ll be able to continue through this pathway until you see an area close to Viridian Forest. There’s a Professor’s Aide waiting here to offer you Flash if you have caught up to 10 Pokemon before that point.
Like Ludicolo, Crawdaunt can also learn six out of the eight HMs in the game. The main difference is that Crawdaunt learns Cut, while Ludicolo learns Flash. Flash is convenient to have in a dark cave, but it is not as essential as Cut, which is used to reach new areas of the region.
The thing is, Flash used to be an HM, but in Pokemon Brilliant Diamond and Shining Pearl, it’s not, and players will need to go out of their way to obtain it, especially if they plan to make their way through the unlit Wayward Cave.
Luckily, Gible isn’t too hard to find once inside Wayward Cave through the secret entrance. It has around a 15% chance to show up, so you should find it in no time!
All you need to do to get Defog is to enter the game, and talk to the green-haired NPC that stands in front of you. After that, you’ll be able to use the move from your Poketch in order to clear away the extremely annoying fog that lingers in certain routes.
Pokemon Brilliant Diamond and Shining Pearl Ponyta is a Fire Type Fire Horse Pokémon, with a 24.8% Chance To Catch with a regular Pokeball. Ponyta can be found with Run Away, Flash Fire and Flame Body as an Ability and has a Medium Fast growth rate with a 1 Speed EV Yield.
Bidoof — or more specifically, his evolution Bibarel — can learn Cut, Strength, Rock Smash, Rock Climb, and even Surf and Waterfall, because beavers can swim. That’s six out of the eight HMs in Diamond and Pearl!
Gible will spawn in the Fountainspring Cave, Riverbank Cave, and Still-Water Cavern hideaways. Unfortunately, Gible will only spawn after players have the 7 Gym Badges, meaning they’ll have to defeat Candice of Snowpoint City.
Getting Flash is a simple process. You can find it in the basement of Oreburgh Gate, or you can purchase it once you get to Veilstone City. The shop that sells the Technical Machine (TM) is on the third floor of the Department Store, counting the ground floor as the first.
HM05 [Edit] [Talk] HM05 (or Hidden Machine 05) is able to permanently teach a Pokémon a move for use outside of battles. It made its debut in the first generation allowing a Pokémon to learn Flash.
